Ciutat Vella Strengthens Its Commitment to Culture

The new 2025–2028 Culture, Memory, and Heritage Plan outlines 22 initiatives to strengthen social cohesion, preserve historical memory, and boost the district’s cultural vitality.

At the December Plenary Council meeting of the Ciutat Vella District, the 2025-2028 Culture, Memory, and Heritage Plan was presented—a government initiative that establishes, for the first time, a comprehensive strategic framework to guide the district’s cultural policies. The Plan positions culture as a cornerstone of social cohesion, community participation, and the district’s visibility, in line with the Pact for Ciutat Vella.

The document is based on an assessment that reveals a wealth of culture and heritage, with more than 140 highly active local organizations and facilities, but also significant social and access inequalities. For this reason, the Plan outlines 22 actions grouped into four main pillars:

  • Creating opportunities, with measures to foster local talent, improve access to cultural programming, and streamline administrative procedures for organizations.
  • Cohesion and diversity ,  which strengthens intercultural work, multilingualism, and collaboration between cultural facilities and educational institutions.
  • Identification and pride , with projects to preserve historical memory, update the festival protocol, and promote community-based initiatives.
  • Cultural potential , which includes revitalizing La Rambla, visual arts projects, and a land-use plan that supports cultural activities.

Among the planned initiatives, key measures include facilitating connections between creators and cultural venues, promoting interculturalism and multilingualism, updating the Ciutat Vella Festival Protocol, and revitalizing new community-based creative projects with the participation of the district’s major cultural venues. The Plan also aims to strengthen historical memory through the reactivation of the Memory Committee and a transmedia project that will document the cultural and social legacy of the neighborhoods.

In addition, it incorporates strategic projects that will shape the coming years, such as the launch of the Cooperativa Siglo XX as a new community facility with an artistic focus, the development of the Raval Nord Music Education Center, the restoration of the Borsí as a cultural space, and the promotion of the Rambla as a key cultural hub. These initiatives reinforce the district’s role as a cultural hub of the city and a land of opportunity.

Finally, the implementation of the Plan will also be coordinated by the Ciutat Vella Culture Council, which will serve as a forum for governance, monitoring, and shared responsibility.

With this measure, Ciutat Vella reinforces its commitment to guaranteeing the right to culture, promoting citizen participation, and establishing itself as a creative and heritage hub in Barcelona.
